Apple, AOL, Facebook, Google, LinkedIn, Microsoft, Twitter, and Yahoo have sent an open letter to Washington urging reforms that ensure that government surveillance efforts are clearly restricted by law, proportionate to the risks, transparent and subject to independent oversight.
